Chapter One: Introduction
1.1 Background of the Study
In Nigeria, the accessibility and delivery of public services, especially in conflict-affected areas, can be hindered by logistical challenges, lack of infrastructure, and limited government outreach. Dikwa Local Government Area in Borno State, which has been deeply impacted by the Boko Haram insurgency, presents significant challenges in terms of public service delivery. However, the growth of digital media has introduced new opportunities to improve public access to services such as health, education, security, and social welfare. Digital platforms like mobile apps, government websites, and social media have the potential to bridge communication gaps between government agencies and citizens. According to Uba (2024), digital media has been effective in enhancing transparency, facilitating access to information, and enabling citizens to easily engage with government institutions. This study seeks to explore the role of digital media in enhancing public access to government services in Dikwa, focusing on its effectiveness in improving service delivery and communication in a post-conflict setting.
1.2 Statement of the Problem
Public access to government services in Dikwa is hindered by factors such as insecurity, displacement, and infrastructural deficits. Traditional methods of communication, such as community meetings and printed materials, are often inadequate in reaching remote or displaced populations. The role of digital media in overcoming these barriers remains underexplored. This study aims to examine how digital media can be utilized to improve access to government services in Dikwa, and to assess its impact on service delivery and citizen engagement in the area.
